European Commission Unveils Electrification Plan to Boost Heat Pump Adoption

The European Union: European Commission has published its Electrification Action Plan, placing heat pumps at the centre of its strategy to accelerate electrification and reduce reliance on fossil fuels. The plan targets annual heat pump installations of 4 million units by 2030, up from 2.4 million units in 2025. Proposed measures include improving the electricity-to-gas price ratio, ensuring electricity is not taxed more heavily than gas, expanding financing and social leasing schemes, supporting industrial electrification, reforming network charges and increasing the use of smart meters to encourage wider adoption of electric heating technologies.
The Action Plan also aims to strengthen industrial electrification by supporting heat pump deployment, thermal storage, energy management systems and grid infrastructure through existing European Union funding programmes. In addition, it includes an EU Waste Heat Initiative targeting waste heat to meet 11% of Europe's heating demand by 2050, alongside support for district heating networks and municipal heating plans. The Commission also proposes measures to strengthen Europe's heat pump manufacturing base, expand workforce skills and reinforce implementation of the Energy Performance of Buildings Directive, including the use of heat pumps in public buildings.
