Empower to Build New District Cooling Plant at Dubai Science Park

UAE: Emirates Central Cooling Systems Corporation PJSC (Empower) has announced plans to build a new district cooling plant at Dubai Science Park with a total production capacity of 47,000 Refrigeration Tons (RT). The facility will supply nearly 80 mixed-use buildings and is scheduled to begin construction by the end of the first quarter of 2026. The project forms part of Empower’s expansion strategy to meet increasing demand for district cooling services in key areas of Dubai. Dubai Science Park hosts hundreds of companies and more than 3,000 professionals working in scientific research and related fields.


The plant will be designed with advanced technologies, including thermal energy storage systems to reduce peak pressure on the electricity grid, treated sewage effluent systems to lower freshwater use, and artificial intelligence applications to optimise efficiency. Empower, which operates 88 district cooling plants and holds more than 80% of Dubai’s district cooling market, stated that the new facility will strengthen service provision for residential, commercial, and research communities while contributing to Dubai’s environmental and development goals.
