Delhi Expands Transit-Oriented Development Policy to Support Housing Supply

India: The Government has expanded the Transit-Oriented Development framework under the Master Plan of Delhi 2021 through the introduction of the Regulations for Transit Oriented Development and Charges, 2026. The policy aims to promote development linked to public transport infrastructure and increase the availability of housing in the National Capital Territory. It focuses on planned urban growth by aligning land use with transit networks and improving access along metro corridors.


Under the revised framework, development is permitted within designated zones surrounding transit infrastructure, including metro corridors and railway systems, with the objective of increasing housing supply and supporting mixed-use development. The policy also incorporates additional areas that were previously excluded, enabling redevelopment and expansion of residential capacity. The initiative is intended to support urban planning and facilitate housing availability through coordinated development and transport integration.
